So basically non-runner/scrambler units are not allowed to move unless
-it's turn one and there is a wit space not reachable by runner
-there is an enemy they can attack without moving
-your spawn is covered, in which case they may attempt to free it
-they are a medic, in which case they may move and boost like normal
*medics cannot be killed, but they may be scrambled

Is that a good summary?
