I kinda thought of it this way, your other units are allowed to do anything that requires urgent summons, such as freeing a spawn point or getting wit spaces or if an enemy is next to them. They're like living statues that help when you require it. Otherwise, the runners and Scramblers will do if they can. I don't know if this helps, but it's my best way of explaining stuff.
