In my opinion:

Turn 12 (red team):

Kill runner with sniper
Heal heavy
Attack soldier with heavy
Move heavy south one hex
Move runner to where heavy was
Kill soldier with runner
Move sniper south one hex
Move medic south one hex

I think this move keeps red in the game. At most blue could kill runner+medic, but this would necessarily sacrifice the blue heavy, so probably a better response would be to advance the sniper to kill the runner and then move the heavy out of sniper range. This yields a heavy+sniper+medic trio endgame on both sides.
