Drop outs are common - there are many who are not reading tournament forum after attending one.
Team 2 should use all methods available to get team 1 attention and report here or PM to organizer the progress.
Deadline to begin round 1 matches should be highlighted by the organizer. Organizer should make an attempt to get inactive teams attention, too.
And only organizer has the authority to kick out the inactive team and award forfeit victory from match never played.

By the way - I have no idea who are the sleeping ones! By now louder methods might help.
