I have to disagree about the rule set. There is nothing about who selects map, neither how best of 3 rounds are set up. Please elaborate.

That's a very bad way to run a tournament. Look at other tournaments. Almost all have set rules. Changing after sign ups is a bad way to run one, because someone may disagrees with how you set it up, then withdraw. What do you do then? Just go on and give a forfeit to someone? That's why set rules before a tournament starts is good.
