I think single elimination could work. That makes the tournament simpler and should take lesstime to finish.

We all know how long tournaments go when there are best-of-X's and loser's brackets, so a simple knockout tournament could be good. Maps and first turn would be something to decide on though.

Actually I would think pretty much all teams would want a regular draw with:
1v32
16v17
8v25
...

That's a very bad way to run a tournament. Look at other tournaments. Almost all have set rules. Changing after sign ups is a bad way to run one, because someone may disagrees with how you set it up, then withdraw. What do you do then? Just go on and give a forfeit to someone? That's why set rules before a tournament starts is good.

No wonder sign up is lacking teams. Serious tournament needs proper rule set. Published beforehand.

Since you are new to organizing a tournament, please understand the time it can take to complete a single competitive 2v2 match. We are talking single matches taking a month or two to complete. Signing up to this tournament means commitment for a half a year minimum, if finals are played nine months from now, attendees can be really pleased to themself.
Holding up the complete rule set is a great mistake, in my opinion.
