I believe that this conclusion is correct:
2.4 all units can move and attack if spawn is hogged.
If we put it like this, it is understandably to me at least. Do you agree?

All pre-deployed units can be mobilized and attack enemy units when a spawn hex is hogged? Hmmm i think so too, but let's have our TD decide.
