Message quota
Can anyone help to solve this problem. I am unable to send out a private message. I have even deleted all my messages in inbox, sent, and trash can.

Known issue, PM system is bugged, it goes off and on, sometimes you can PM, sometimes you can't.

I had one a few days back sending one, I kept trying to send it and a few days later, I was able to send it. I don't know if he ever actually received it, though.
