Quoting one of the Important Notes and Rules:

11. Anyone can't sign up a teammate. Each member has to post by himself.

The idea of this note/rule is avoid BYEs or somethig and I want the participants participants to be caugth up with the tournament by themselves.

So, can you ask them to sign up by themselves? However, I'll sign them up but remarking "official confirmation pending..."

Yes, it is a minimum. And yes you can. The leader shall choose the players to play in each mode. A player can't play again unless a certain number of players have already played (the number will be set depending on the number of members per clan).
