Sure. I have to say, I haven't actually defended against this successfully (I've only played War Garden as 2nd player once where the person tried it...and I lost).

Actually, if you invite me, I might try something a little different, but send me an invite and we'll see what we can come up with.

Here's what happens if 2nd player just spams soldiers...it still won't defeat this type of rush:
