Super Titan Confusion

So I've always known that there's been some discrepancy between rank and players who are super titans. There are a lot of masters in the 1v1 list that are ranked higher than super titans.
However, I always thought this was due to some delay in rating adjustment or something (not really sure about the logistical/technical stuff), but I always thought it was based on hidden rating and that the discrepancy was due to some time needed for the league placement to match up with the ranking.

However, this week, Alex decided to make a bunch of super titans, which is awesome. However, I'm confused why the top 10 ten teams aren't the teams that became super titans? This was done all at once, so naturally the teams with the highest hidden rating (thus highest rankings) should become the super titans?
