Having a specific requirement wouldn't really be possible in a game that depends on your opponents hidden ranking, it would change all the time! The way you can measure it is realistically seeing how well you do against opponents you get matched up to; have a 90% win rate and you may get promoted. Have a 60% win rate, then chances are you will rise in your league but need to improve more for the next.
Also using just your last 5-10 games or so and checking it every day should be a good enough indicator; see if you can consistently be above 50% Top 200 peak ranking: #18  I'm currently taking a competative break.
