i dont think ive seen an exact answer to your question but please try to do a forum search first. there are lots of threads regarding this.

I don't remember what it took for me to get from cleaver to gifted, but I'm currently #6 and on a 7 game win streak. Master should be right around the corner

Keep winning against players of your league, and you'll be eventually paired up against players of the next tier. If the system deems you worthy of getting promoted (i.e. you beat at least some of them), you will be promoted.
Note: This can sometimes take a while, you need to be very patient. Being patient should be easy since you'll receive points all the time while beating people from your own tier. The system just doesn't want you to climb up one tier and then get beat the crap out of ya.
