I'm new to outwitters tournaments, so can someone please explain to me how this works? (Elimination, rounds, and all that) Do these tournaments work by friendlies and by viewing on outwitters sports network?

It sure does, there will be a googledoc (or similar) soon with all the matchups and you play friendlies against those people. It looks like this will be a knockout style tourney.
The maps are set for each round, but you can play any race. You'll have to check in each case if you're P1 (you start the game) or P2 (they start the game)
You then post the game on this forum (hold you finger on the game in the game list to copy and then paste on the forum)
