The medic is still a god. Medics have the ability to freely move without a worry of death. They are the base healers of your team. They are not allowed to step on enemy spawn points. If there is no medic, you are allowed to spawn ONE at any time.
ONE meaning that if medic is scrambled SECOND cannot be spawned, right?

Yes, because according to that, the whole map could be flooded with medics if only one team spawned medics and the other team scrambles them!
Just kidding. So it technically means that only two medics are allowed to exist, one on each team, and they can be scrambled.

Okay. Official rule:
If you start the game with a medic, you may NOT spawn a medic at any point in the game.
If you do not start with a medic, you may spawn only ONE medic at any point in the game.
